ACT-CIS tops party-list preferences of voters — survey

MANILA, Philippines — The Anti-Crime and Terrorism Community Involvement and Support Inc. (ACT-CIS) Party-list is projected to secure three seats at the House of Representatives in the 2025 midterm elections, according to the latest survey conducted by Tangere.

The survey, carried out from Oct. 1 to 4, 2024, indicated that ACT-CIS garnered an 11.21 percent voter preference, primarily from the lower middle-income voters in Metro Manila and Balance Luzon.

Following ACT-CIS, several other party-list groups are anticipated to gain representation, with the 4PS (Pagtibayin at Palaguin ang Pangkabuhayang Pilipino) and Ako Bicol both projected to win two seats, with voter preferences of 3.66 percent and 3.58 percent, respectively. The 1-Rider, ACT Teachers, and Gabriela are also expected to secure two seats each.

A total of 44 other party lists are projected to secure one seat each, notably the Malasakit@Bayanihan and the Agri Party List, among others. The survey also noted the emergence of two new party list organizations, Solid North and FPJ Panday Bayanihan, both expected to capture one seat each.

According to Martin Peñaflor, Tangere CEO, the survey results reflect a keen interest among voters on party-list groups that advocate for the marginalized sectors, particularly focusing on the needs of farmers and the agricultural community.

Peñaflor said party-list groups representing specific demographics, such as Ako Bicol and Ako Bisaya, have garnered substantial support within their respective regions.

Conducted with a sample size of 2,400 participants, the survey utilized a mobile-based respondent application and employed a stratified random sampling method. It included representation from across the Philippines, ensuring a broad understanding of voter sentiments.
