ACT-CIS Party-list Rep. Erwin Tulfo maintained his lead as a potential senatorial candidate for the 2025 senatorial elections in a survey conducted by Tangere from June 11 to 15.

In the survey results released on Saturday, June 22, Tulfo received a three percent increase in his voter preference for the second consecutive month, leading potential candidates with a 57.17 percent voter preference.

He continued to benefit from the support of the National Capital Region (NCR), Southern Luzon, and Central Luzon, as well as the middle-income and lower-income classes.

He was followed by former president Rodrigo Duterte, who remained in 2nd place with a 50.83 percent voter preference.

Tangere noted that Duterte experienced a three percent decrease in his voter preference for the second consecutive month.

The former president continued to draw support from Mindanao respondents but saw a notable decrease in voter preferences in the NCR, Southern Luzon, and Northern Luzon.

Following closely in 3rd place was Senator Bong Go, with a 47.08 percent voter preference, and in 4th place was former Senator Tito Sotto, with 43.75 percent.

The survey also showed Senator Pia Cayetano moving up to 5th place with a 41.25 percent voter preference after a notable increase in the NCR.

Meanwhile, broadcast journalist Ben Tulfo placed 6th with a 40.83 percent voter preference.

Rounding out the top 12 were Senator Lito Lapid (7th, 40.08 percent), Senator Imee Marcos (8th, 39.58 percent), former Senator Manny Pacquiao (9th, 37.5 percent), former Manila Mayor Francisco “Isko Moreno” Domagoso (10th, 35.42 percent), former Senator Panfilo Lacson (11th, 35 percent), and Senator Francis Tolentino (12th, 34.17 percent).

The survey also identified personalities who “nearly” made it to the top 12. They were Senator Bong Revilla (33.33 percent), Senator Bato Dela Rosa (33.13 percent), and social media personality Dr. Willie Ong (32.92 percent).

Tangere also highlighted the “biggest gainers” in the June survey, which include Leyte 4th District Rep. Richard Gomez who moved from 21st place to 16th place after a 4.6 percent increase in his voter preference; Finance Secretary Ralph Recto who climbed from 22nd place to 18th place after a 3 percent increase in voter preference; and Las Piñas Rep. Camille Villar who posted a 4.4 percent increase in her voter preference, moving from 30th place to 27th place.

The survey was conducted using a mobile-based respondent application with a sample size of 2,400 participants, employing a stratified random sampling or quota-based sampling method.

The respondents were proportionately distributed across the Philippines—12 percent from NCR, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.

Former President Rodrigo Duterte held onto the number one position for the third consecutive month in the Tangere’s 2025 senatorial election preferences survey conducted from April 10 to 13.

Based on the results released on Wednesday, April 17, 56.67 percent of Filipinos said they would vote for Duterte as senator if the elections were held during the survey period.

“The former president continued to leverage on the support of Mindanao but is faring lower among respondents in Northern Luzon,” Tangere said in its report.

It also noted that ACT-CIS party-list Rep. Erwin Tulfo continued to rank second in the poll, but the voters’ support dropped from 53 percent to 50 percent in just one month.

Senator Bong Go (47 percent) and former Senate President Tito Sotto (45.83 percent) came in third and fourth place, respectively.

Tangere said the biggest gainers for April were broadcaster Ben Tulfo, who came in at fifth place with a 42.08 percent voter preference, up 3 percent from his previous ranking of 9th, and Senator Lito Lapid, who rose from 12th to 8th place with a 38.33 percent voter preference after posting a 3 percent increase in his voter preference from the previous month.

Completing the top 12 were Senator Pia Cayetano (6th) with 41 percent voter preference, Senator Imee Marcos (7th) with 40.5 percent, former Manila Mayor Francisco “Isko Moreno” Domagoso (9th) with 37.7 percent, former Senator Manny Pacquiao (10th) with 37 percent, Senator Ronald Dela Rosa (11th) with 36.25 percent, and Senator Francis Tolentino with 35.41 percent.

Meanwhile, “nearly making the top 12” were former Senator Ping Lacson (34.58 percent), television personality Willie Revillame (33.33 percent), Senator Bong Revilla (32.91 percent), and social media personality Dr. Willie Ong (32 percent).

The 2025 Senate Survey was conducted using a mobile-based respondent application with a sample size of 2,400 participants and a margin of error of +/-1.96 percent at 95 percent confidence level.

The proportion was spread across the Philippines, with 12 percent from Metro Manila, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.

Brothers Erwin and Ben Tulfo top the latest Tangere senatorial survey conducted from October 10 to 12, 2024. Survey results courtesy of Tangere.

MANILA, Philippines – Brothers Erwin and Ben Tulfo led the senatorial survey conducted after the filing of the certificate of candidacy (COC), market research firm Tangere announced on Monday.

According to the survey conducted from October 10 to 12, ACT-CIS party-list Rep. Erwin Tulfo remained prominent to voters, with an increase of 4.5 percent voter preference rate, Tangere Chief Executive Officer (CEO) Martin Penaflor said. Erwin received a total voter preference rate of 62.33 percent, Penaflor added.

Meanwhile, media personality Ben Tulfo saw a 6.42 percent increase in his voter preference rate, improving his ranking from sixth place last month to second place in the recent polls.

“Voters from Metro Manila, Mindanao, and Northern Luzon were the primary drivers of increase for the 6.42 percent increase of Ben Tulfo, with a total voter preference of 49 percent,” Penaflor explained in a press conference.

Tangere also noted that nine of the top 12 senators in the recent polls come from the Marcos administration’s slate.

Among them are incumbent senators Pia Cayetano (46.08 percent), Lito Lapid (31.67 percent), and Francis Tolentino (31.46 percent); former senators Tito Sotto (46.50 percent), Manny Pacquiao (42.21 percent), and Panfilo “Ping” Lacson (38.92 percent); Makati Mayor Abby Binay (36.17 percent); and former Interior Secretary Benhur Abalos (33.42 percent).

Penaflor said Mindanao votes garnered by former president Rodrigo Duterte during their September polls were distributed among the Tulfo brothers and Lacson.

“When Duterte didn’t file his COC, his voter preference [rate] from the previous survey, when we analyzed it, went to three major people: Erwin Tulfo, Ben Tulfo, and Ping Lacson. Lacson went from 14th to 7th in one month, and his voter preference is driven by voters 36 years old and above, similar to the voter preference back then of then-president Rodrigo Duterte. His votes were also driven by voters from Calabarzon and Davao Region,” he explained.

angere also had anticipated that some of Duterte’s votes would shift to Sen. Bong Go, but they only saw a 0.5 percent voter preference increase from the previous month.

“Our analysis is that people now are no longer aligning Go to the former president,” Penaflor said.

“When you mention Bong Go, what comes to mind first? Last year, it was Duterte—his special aide. Now, if you ask about Bong Go, it’s malasakit (compassion), referring to the Malasakit Program. Duterte is no longer at the top of mind. And that’s the best stage of awareness,” he added in Filipino.

When asked if Go’s involvement in retired police colonel Royina Garma’s exposé on the Duterte administration’s drug war could further impact his standing, Penaflor said this would be revealed in the results of next month’s survey.

READ: Bong Go denies involvement in drug war, rewards system

Also making the top 12 senatorial survey list is Sagip Party-list Rep. Rodante Marcoleta, garnering a total voter preference of 31.88 percent.

Marcoleta’s result is driven by respondents from Mindanao, particularly the Davao Region, the market research firm said.

The Tangere national survey was conducted through a mobile-based app with a sample size of 2,400 participants, yielding a margin of error of +/- 1.96 percent at a 95 percent confidence level.

According to Penaflor, only 600 of the 2,400 respondents selected a full 12-seat senatorial lineup.

On average, respondents voted for just eight senators, which the firm attributes to factors such as low candidate awareness and preference.

The survey employed a stratified random sampling method, based on quotas, and was distributed across the country, the market research firm said.

“It included 12 percent of respondents from the National Capital Region, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao,” Penaflor said.

Tangere, an award-winning market research company focused on technology applications and innovation, is a member of the Marketing and Opinion Research Society of the Philippines and the Philippine Association of National Advertisers.
