Vice President Sara Duterte and Senator Raffy Tulfo have emerged as frontrunners in the 2028 presidential poll conducted by Tangere from May 23 to 26.

Based on the survey results made public on Thursday, June 20, Duterte and Tulfo received voter preferences of 27.67 percent and 27.07 percent, respectively, indicating a statistical tie considering the +/-2.5 percent margin of error.

Tangere said the vice president leveraged support from Visayas and Mindanao, while the senator garnered backing from Southern Luzon and Bicol Region. 

It also noted that voter preference for Duterte is highest among respondents 18 to 25 years old and between 36 and 50 years old, while Tulfo’s voter preference is highest among respondents 51 years old and above. 

Meanwhile, Tangere said that voter preference in Northern Luzon, Central Luzon, and the National Capital Region (NCR) is split between Tulfo and Duterte.

Former Vice President Leni Robredo trailed in third place with a 14.33 percent voter preference, largely driven by support from the Bicol Region and the upper-income class. 

Other personalities in the presidential poll were Senator Grace Poe (10.2 percent), former Manila Mayor Francisco “Isko Moreno” Domagoso (6.6 percent), Senator Imee Marcos (4.13 percent), Senator Risa Hontiveros (3.73 percent), former Senator Manny Pacquiao (1.73 percent), and Senator Robin Padilla (0.6 percent).

About 3.93 percent of respondents named others not on the list.

Tulfo leads VP race

During the same survey period, Tangere also conducted a vice presidential poll where Tulfo emerged as the leading candidate with 17.8 percent of the vote.

He was followed closely by Poe with 13.93 percent voter preference, while former president Rodrigo Duterte came in third place with 11.8 percent voter preference and Senate President Francis Escudero at fourth place with 11.27 percent voter preference. 

Tangere noted that voter preference for Tulfo is highest in Northern Luzon, Central Luzon, Visayas, and even inMindanao, edging out former President Duterte in his home region. 

Meanwhile, voter preference for Poe is highest in Southern Luzon and the Bicol Region. 

Other personalities that have been named potential vice presidential candidates were Senator Bong Go (9.6 percent), Hontiveros (7.8 percent), Senator Marcos (5.67 percent), Pacquiao (4 percent), Padilla (3.13 percent), Interior and Local Government Secretary Benjamin Abalos (2.33 percent), former Senator Francis Pangilinan (2.27 percent), Defense Secretary Gilbert Teodoro (2.13 percent), Senator Juan Miguel Zubiri (2.13 percent), Cebu Gov. Gwendolyn Garcia (1.4 percent), and Davao City Mayor Sebastian Duterte (0.87 percent).

About 3.87 percent of respondents named other potential vice presidential candidates not on the list.

Sara-Raffy tandem tops survey

Looking ahead to potential tandems for the 2028 elections, Vice President Duterte and Senator Tulfo emerged as the preferred presidential and vice-presidential tandem.

Other pairings were Tulfo-former president Duterte (7.6 percent), Tulfo-Poe (5.13 percent), Vice President Duterte-Go (3.27 percent), Robredo-Hontiveros (3.27 percent), Tulfo-Escudero (3.2 percent), Robredo-Poe (2.8 percent), Vice President Duterte-former president Duterte (2.6 percent), Tulfo-Go (2.53 percent), Poe-Tulfo (2.53 percent), Robredo-Tulfo (2.33 percent), Poe-Escudero (1.93 percent).

The survey was administered using a mobile-based respondent application with a sample size of 1,500 participants, employing a stratified random sampling or quota-based sampling method.

The respondents were proportionately distributed across the Philippines: 12 percent from NCR, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.

Marcos was the top bet for president with 51.83 percent of voter preference.

In far second and third were Manila City Mayor Francisco “Isko Moreno” Domagoso with 23.5 percent and Vice President Leni Robredo with 14.71 percent.

In the fourth and fifth spots were Senator Panfilo “Ping” Lacson with 5.38 percent and Senator Manny Pacquiao with 3.17 percent.

Other presidential candidates received less than 1 percent of the voter preference.

Labor rights activits Leody De Guzman got 0.38 percent, while former Defense Secretary Norberto Gonzales and former presidential spokesperson Ernesto Abella received 0.04 percent each.

Meanwhile, 0.96 percent of the respondents did not name their candidate or named others not on the list.

Sara top VP candidate

Marcos’ running mate Duterte-Carpio topped the Manila Bulletin-Tangere vice presidential survey with 53.63 percent.

Coming in second was Senate President Vicente “Tito” Sotto III with 19.5 percent, while in the third spot was Dr. Willie Ong with 15.42 percent.

In the fourth spot was Senator Francis Pangilinan with 7.96 percent, while Buhay party-list Rep. Lito Atienza clinched the fifth spot with 1.25 percent.

Sulong Katutubo International Foundation Inc. founder Princess Sunshine Amirah Magdangal received 0.21 percent of the voter preference, while Katipunan ng Demokratikong Pilipino (KDP) candidate Bienvenido Lorque got 0.13 percent.

Meanwhile, 1.92 percent did not give an answer or named others not on the list.

Isko top second-choice presidential candidate

During the same survey period, the respondents were asked to name their second-choice candidate if their first-choice candidate would not run in the 2022 elections.

For the president, Domagoso topped the list with 43.17 percent of voter preference.

Marcos was in second place with 16.33 percent, while in third place was Lacson with 11.58 percent.

In the fourth and fifth spots were Pacquiao and Robredo with 8.33 percent and 6.54 percent, respectively.

KDP founding chair Butch Valdes got 2.17 percent, Gonzales received 0.50 percent, while De Guzman had 0.25 percent of the voter preference.

Meanwhile, 11.13 percent of the respondents did not give an answer.

Sotto named as top second-choice VP candidate

At least 30 percent of respondents named Sotto as their second-choice for vice president if their first choice would not run in the coming elections.

Ong came in second with 27.67 percent, followed by Duterte at third spot with 18.58 percent.

In the fourth and fifth spots were Pangilinan and Atienza with 6.54 percent and 5.08 percent of the voter preference, respectively.

Magdangal got 0.79 percent, while Lorque received 0.25 percent.

Meanwhile, 10.71 percent of the respondents did not give an answer.

The Manila Bulletin-Tanger survey was conducted through a mobile application and had 2,400 respondents.

ONE in every two Filipinos believe that should former senator Ferdinand “Bongbong” Marcos Jr. or Vice President Leni Robrero win the presidency, it will mark the return of traditional politics in the Philippines.

Also, there is a growing sentiment of hopelessness among Filipinos and a big number of them are thinking of leaving the Philippines for a better country if either of the frontrunners win in the coming elections.

These were some key insights from the non-commissioned nationwide survey conducted by Tangere, an award-winning team that provides real-time actionable market insights, for both the private and public sector, by leveraging on technology, big data analytics and its 600K-strong Ka-Tangere online community.

“More than half of the respondents at 52 percent, believe that the existence of Marcos-Leni and/or Liberal Party can be considered as a comeback to traditional politics. This belief is driven by NCR residents and those who voted for Roxas in 2016,” said Martin Peñaflor, CEO and Founder of Tangere.

Peñaflor pointed out that of the 1,200 respondents from National Capital Region, Luzon, Visayas, and Mindanao, it showed a significant number of the respondents, or two in five, do not expect improvement in their lives if either Marcos or Robredo wins in the elections.

“This is turning out to be a cynical election,” Peñaflor described the findings of their survey.

“We have two leading candidates that are seen by many as traditional politicians where the poorest don’t believe inequality will be addressed and where many of the voters feel like even if their candidate is elected, it is still better to leave the country,” he added.

The survey showed that nearly two in five Filipinos, particularly those in the Class E income bracket or the less fortunate, are driving the disbelief that BBM and/or Leni can reduce inequality.

“It is ironic the poorest sector of the economy distrustful of the election early frontrunners considering that both supposedly champion the poor,” Peñaflor said, adding that “A surprising 51 percent of the respondents agree that Leni and BBM are more focused on fighting each other and are looking for alternative leaders who will champion their interest as shown in the research for their preference towards Moreno and Pacquiao.”

Migration

Channeling their hopelessness in the country’s political system dominated by traditional politicians and feuding families, two of five Filipinos said it would be better to leave the country to settle or work elsewhere regardless of who will win the presidency between BBM and Leni.

“This belief is driven by the Visayas residents,” the survey added.

In addition, two out of five Filipinos welcome the idea of leaving the Philippines for a better country due to the predominance of traditional politicians.

Unsurprisingly, two of five Filipinos would want their children to migrate elsewhere in a Leni or BBM victory.

Asked if they believe Marcos Jr. is as strong a leader as his father, 30 percent of the respondents said “No.”

A female respondent, aged between 18 and 25, commented, “Ang ama n’ya ay tunay na matalino at magaling na strategist. Si BBM ay wala akong alam na matinding kontribusion sa bansa lalo na nitong pandemic. ‘Di ko s’ya ramdam.”

(His father is known for his intelligence and a great strategist. However, I have no knowledge regarding BBM’s great contribution for the country, especially during the pandemic. I don’t feel him.)

While another female from the National Capital Region, aged between 36 and 50 said BBM has no track record in extending assistance to the Filipino.

“‘Di tumutulong sa mahihipa na Pilipino. Walang kumpletong plataporma. Hindi nakatapos ng abogasya o ekomista,” the respondent said.

(He has not extended assistance to the people. There is no concrete platform [of government]. He has not finished his law studies and he is not an economist.)

The Tangere survey was conducted on December 13, 2021 involving NCR, Luzon, Visayas and Mindanao. The group plans to conduct a series of election surveys that focuses on discovering the voters’ sentiments.

Peñaflor said that they have seen how misunderstandings about how we see things leads to vilification and divisive good vs evil ranting that hide what we are really feeling about the state of our country and what we really want from our leaders.

“This is the reason why Tangere is starting a deeper, less partisan public conversation about what the public wants from our leaders and to let them know how the people feel about what they are offering,” Peñaflor adds.
